(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically targeted at procurement for small and medium-sized enterprises. (2) Disabled welfare units are regarded as small and micro enterprises. (3) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions in terms of technology, service, and other indicators, products listed in the energy-saving and environmentally friendly product catalogues published in the Ministry of Finance's Cai Ku [2019] No. 18 and Cai Ku [2019] No. 19 documents will be given priority in procurement; products marked with "★" in the energy-saving product catalogue will be subject to mandatory procurement. Suppliers must provide certification issued by a nationally recognized certification body and within its validity period to enjoy the priority or mandatory procurement policy; (4) Domestic goods procurement policy: This project does not accept imported products.
