简要规则描述：包括热线平台工单（含微信）受理、派遣、联系、协调、审核、结案，热线平台应急值守，热线平台日常管理，信息处理及分析、综合考核指标测算，综合考核分析及报告编写，微信公众号运营管理，以及相关的办公房租金、物业费、热线电话、通讯光缆费等。具体详见竞争性磋商文件要求。

Brief Specification Description: Including hotline platform work order (including WeChat) acceptance, dispatch, contact, coordination, review and settlement, hotline platform emergency duty, hotline platform daily management, information processing and analysis, comprehensive assessment index calculation, comprehensive assessment analysis and preparation, WeChat official account operation management, and related office rent, property fees, hotline telephone, communication cable fees, etc. Please refer to the requirements of the competitive negotiation document for details.

合同履约期限：自合同签订之日起10个月。

The Contract Period: 10 months from the date of contract signing.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: Implement green buildings, green building materials, green packaging, energy-saving products, environmental labeling products, small and medium-sized enterprises, prison enterprises, welfare units for people with disabilities, enterprises in underdeveloped and ethnic minority areas, promote the development of independent innovation industries, and support poverty alleviation efforts.

(c)本项目的特定资格要求：(1)具有独立法人资格且具有有效的营业执照。
(2)本项目面向大、中、小、微型等各类供应商采购。
(3)本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (1) Having independent legal personality and a valid business license. (2) This project is aimed at purchasing from various suppliers including large, medium, small, and micro. (3) This project does not accept consortium bidding.

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
